This paper evaluates the impact of a new model of agricultural policy outlined in legislative proposals issued by the European Commission in October 2011 and estimates its effects on agricultural aid in Spanish Autonomous Communities compared with 2009. Alternative Territorial Breakdowns of Statistics for Supporting Rural Policies AgEcon

In order to support rural policy making with appropriate information, alternative territorial breakdowns of statistics are necessary. This paper shows how the widely used criterion of 150 inhabitants per km² can be fine tuned to better account for local specific conditions, in particular high population densities. Alternative population density thresholds are confronted with local perceptions of rurality, aggregated in a rurality index. The method is illustrated for two regions that differ in urbanisation level. The rurality index not only increases the discriminatory power, but also helps to find a less erroneous and more robust proxy for international comparable breakdowns of statistics.

Brazil Agriculture Policy Review AgEcon

In June 2005, OECD members met with senior government officials from Brazil to discuss Brazilian agricultural policies and future directions, as a part of a comprehensive agricultural policy review. Ongoing dialogue with Brazil on policy issues is important to fostering a better understanding of global challenges and opportunities that lie ahead. Results of the review will be published by the OECD in 2005. This policy note provides a preview of key findings.

China Agriculture Policy Review AgEcon

Senior food and agriculture officials from China and OECD countries met in Paris for discussions on domestic and trade policy issues in June 2005. The meeting assessed the challenges facing the agriculture and agri-food sectors of China as an increasingly important player in the global trading system. Ongoing dialogue with China on agricultural policy issues and its future directions will foster a better understanding of global challenges and opportunities that lie ahead. This policy note provides a preview of key findings of the country review to be published soon.

Disentangling the Demand-enhancing Effect and Trade-cost Effect of Technical Measures in Agricultural Trade among OECD countries AgEcon

Domestic technical measures such as SPS and TBTs can enhance import demand via information disclosure and quality improvement, or hamper foreign export supply via imposing sizeable compliance costs, or both. The traditional gravity equation model estimates the net effect of these measures on international trade with a loss of useful inference on separate effects. We stipulate a generalized gravity equation model to disentangle the two effects. We apply the augmented approach to agricultural trade among OECD countries in 2004. Extending Theil's Inequality Index: Addressing Dynamic Convergence in the OECD AgEcon

Theil’s inequality index is used to measure convergence in 14 Organization for Economic Cooperation and Development (OECD) countries in terms of per capita income, per capita government and investment expenditures, and industrial employment. Results indicate that all four variables have converged over the sample period, 1950-1988. Next, the indices of the four variables are made dynamic by using pairwise cointegration and Johansen’s I(2) multi-cointegration tests. These tests indicate that the four inequalities are cointegrated; that is, there exists a long-run equilibrium between the four inequalities of the 14 OECD countries. Per Capita Income, Human Capital, and Inequality Convergence: A Latent-Variable Approach AgEcon

The purpose of this paper is to empirically analyze determinants of income-level convergence. Specifically, the effect of human capital on per capita income is estimated for 22 countries of the organization for Economic Cooperation and Development (OECD). Additionally, the effects of openness in international trade and investment and government expenditures on per capita income are estimated and evaluated. Human capital is modeled as a latent variable, and results indicate that it is a significant factor in explaining the variation of per capita income levels among the OECD countries. Further, the entire time path of human capital is utilized to explain deviations in per capita income.

This policy note provides a preview of key findings of the OECD's agricultural policy review for South Africa. Over the last 15 years, with the abolition of apartheid, South Africa has experienced fundamental change led by dramatic policy reforms aimed at creating a more open and market-oriented economy. The Effect of Innovation on Agricultural and Agri-food Exports in OECD Countries AgEcon

This paper investigates the effect of innovation on primary agricultural and processed food product exports among the Organization for Economic Cooperation and Development (OECD) countries. A theoretical gravity equation that accounts for innovation is derived. The empirical exercise uses panel data sets covering 21 OECD countries for the period 1990-2003. The R&D capital stock is employed as a tangible way of measuring innovation. Empirical results show that R&D has enhanced exports in the primary agricultural sector. Meanwhile, the market expansion effect of R&D appears to be more than offset by the market power effect in the food processing sector, resulting in a decrease in exports. The Exchange Rate and Inward Foreign Direct Investment in Mexico AgEcon

This paper analyzed the exchange rate and inward foreign direct investment (FDI) in Mexico from the 25 developed countries comprising the Organization for Economic Co-operation and Development (OECD). Our empirical result does not support the significant relationship between exchange rate and exchange rate volatility to determine FDI in Mexico. The wages, export, and distance are found to be significant variables to determine FDI in Mexico which is supported by literatures.

Ukraine's Agriculture Policy Review AgEcon

Recently, the OECD prepared a detailed review of Ukraine's agricultural policies and potential that included Producer Support Estimates (PSE) calculations. Canada provided a peer-review of this paper. It provides a preview of the caliber and range of information that can be expected from the proposed consortium reviews. The Ukraine review included discussions of how Ukrainian agricultural policies have evolved and the nature of agricultural support. It also highlighted macroeconomic conditions in the agroprocessing sector and rural infrastructure. In this way, the review drew out Ukraine's path as they grew from a struggling economy to a potential agricultural competitor.
